Frank graduated magna cum laude with a Bachelor of Science degree in Business Administration and Political Science from the State University of New York at Albany and received his Juris Doctor degree from the UCLA School of Law in Los Angeles, California. While in law school, he was a Comments Editor on the Federal Communications Law Journal. As a participant in UCLA's Communications Law Program, he interned at the House Subcommittee on Telecommunications, Consumer Protection, and Finance.

Frank counsels television and radio broadcasters on compliance with the rules and regulations of the Federal Communications Commission. He has an active transactional practice. Frank provides advice on political broadcasting regulations to broadcasters, political media firms and major political campaigns. Frank has had extensive experience in the satellite communications field. He  counsels and handles domestic and international licensing for numerous teleports, SNG operators, broadcasters and major satellite operators. Frank serves as Washington counsel for the Alaska Broadcasters Association, the Arkansas Broadcasters Association, the Mississippi Association of Broadcasters and the New Mexico Broadcasters Association. The Arkansas Broadcasters Association has presented Frank with its Class Award and Pinnacle Award. He has also been a regular speaker before other state and national associations. Frank advises equipment manufacturers on FCC regulatory matters.

Frank is a member of the Bars of Virginia, New York, and the District of Columbia and is a member of the Federal Communications Bar Association ("FCBA"). Frank is presently Co-Chair of the FCBA's Professional Responsibility Committee. He was previously Co-Chair of the FCBA's Continuing Legal Education (CLE) Committee  from 2005-2006, and was Co-Chair of the FCBA's Mass Media Practice Committee from 2002-2005. In 2005, he served on the FCBA's Nominations Committee. Frank is a member of the Advisory Board of the Nelson A. Rockefeller College of Public Affairs and Policy of the University at Albany, State University of New York, and is a member of the Advisory Council of the Program In Financial Market Regulation at the University at Albany and the Albany Law School. He has been reappointed to the Arlington County, Virginia, Cable Television and Information Technology Advisory Commission. He is an associate member of the Association of Federal Communications Consulting Engineers (AFCCE) and is a member of the Society of Satellite Professionals International (SSPI). Frank is currently serving as co-managing member of the firm.

Frank resides in Arlington, Virginia, with his wife and son.
